Rosie O'Donnell and Chelsea Belle O'Donnell. Rosie O'Donnell's daughter, Chelsea O'Donnell, was arrested for a third time, just five days after she was bailed out of jail on previous drug charges. According to court documents obtained by Us Weekly, a car was pulled over by police due to loud exhaust in Niagara, Wisconsin, on November 18. Chelsea, 27, was one of two passengers in the vehicle. The officer noticed that Chelsea had pick marks on her face and asked for any identifying information.
